Senior Business Analyst - ePermitting Discovery Project
About the Role
We are seeking a Senior Business Analyst for a remote role to support the ePermitting Discovery Project. This project is a critical agency-wide initiative aimed at assessing the current permitting environment and defining requirements for a future ePermitting solution. As a Senior Business Analyst, you will play a pivotal role in conducting discovery and analysis, ensuring that the project meets its objectives effectively.
What You'll Do
- Conduct comprehensive discovery and analysis of current state permitting processes across multiple programs.
- Identify and document existing permitting applications, tools, and workflows.
- Facilitate stakeholder interviews and workshops to elicit requirements and identify pain points.
- Document business, functional, and non-functional requirements for a future ePermitting solution.
- Develop current-state and future-state process flows and conceptual models.
- Identify opportunities for standardization and consolidation across permitting programs.
- Document statutory, regulatory, and operational constraints affecting permitting processes.
- Collaborate with IT staff to identify integration, data, reporting, and security considerations.
- Maintain discovery documentation, findings, and recommendations in accordance with PMO standards.
- Support the development of executive summaries, findings reports, and leadership report-outs.
- Participate in validation sessions to confirm the accuracy and completeness of documented findings.
Requirements
- 10 years of extensive experience conducting business analysis on large or complex IT initiatives.
- 10 years of proven ability to lead requirements elicitation through interviews, workshops, and document analysis.
- 10 years of strong experience documenting current-state business processes and workflows.
- 10 years of experience assessing multiple applications or systems that support similar business functions.
- 10 years of ability to identify commonalities, variations, and opportunities for standardization across programs.
- Bachelor's Degree in a related field.
Nice to Have
- Experience with permitting, licensing, regulatory, or case management systems.
- Experience in government or public sector IT environments.
- Familiarity with ePermitting platforms or workflow-based SaaS solutions.
- Knowledge of enterprise integrations such as identity management, payments, GIS, or document management systems.
- Experience using tools such as Jira, Confluence, SharePoint, or similar collaboration platforms.
