Mid-Senior Business Analyst - ePermitting Discovery Project
About the Role
We are seeking a skilled Business Analyst to join our team for the ePermitting Discovery Project. This is a remote position that allows you to contribute significantly to a vital agency-wide initiative. You'll be instrumental in assessing the current permitting environment and defining requirements for a future ePermitting solution.
What You'll Do
- Conduct thorough discovery and analysis of current state permitting processes across multiple programs.
- Identify and document existing permitting applications, tools, and workflows.
- Facilitate stakeholder interviews and workshops to elicit requirements and pinpoint pain points.
- Document business, functional, and non-functional requirements for a future ePermitting solution.
- Develop current-state and future-state process flows and conceptual models.
- Identify opportunities for standardization and consolidation across permitting programs.
- Document statutory, regulatory, and operational constraints affecting permitting processes.
- Collaborate with IT staff to identify integration, data, reporting, and security considerations.
Requirements
- 10+ years of extensive experience conducting business analysis on large or complex IT initiatives.
- Proven ability to lead requirements elicitation through interviews, workshops, and document analysis.
- Strong experience documenting current-state business processes and workflows.
- Experience assessing multiple applications or systems that support similar business functions.
- Ability to identify commonalities, variations, and opportunities for standardization across programs.
- Bachelor's Degree in a related field.
Nice to Have
- Experience with permitting, licensing, regulatory, or case management systems.
- Familiarity with ePermitting platforms or workflow-based SaaS solutions.
- Knowledge of enterprise integrations such as identity management, payments, GIS, or document management systems.
- Experience using tools such as Jira, Confluence, SharePoint, or similar collaboration platforms.
