About the Role

We are seeking a skilled Business Analyst to join our team for the ePermitting Discovery Project. This is a remote position that allows you to contribute significantly to a vital agency-wide initiative. You'll be instrumental in assessing the current permitting environment and defining requirements for a future ePermitting solution.

What You'll Do

  • Conduct thorough discovery and analysis of current state permitting processes across multiple programs.
  • Identify and document existing permitting applications, tools, and workflows.
  • Facilitate stakeholder interviews and workshops to elicit requirements and pinpoint pain points.
  • Document business, functional, and non-functional requirements for a future ePermitting solution.
  • Develop current-state and future-state process flows and conceptual models.
  • Identify opportunities for standardization and consolidation across permitting programs.
  • Document statutory, regulatory, and operational constraints affecting permitting processes.
  • Collaborate with IT staff to identify integration, data, reporting, and security considerations.

Requirements

  • 10+ years of extensive experience conducting business analysis on large or complex IT initiatives.
  • Proven ability to lead requirements elicitation through interviews, workshops, and document analysis.
  • Strong experience documenting current-state business processes and workflows.
  • Experience assessing multiple applications or systems that support similar business functions.
  • Ability to identify commonalities, variations, and opportunities for standardization across programs.
  • Bachelor's Degree in a related field.

Nice to Have

  • Experience with permitting, licensing, regulatory, or case management systems.
  • Familiarity with ePermitting platforms or workflow-based SaaS solutions.
  • Knowledge of enterprise integrations such as identity management, payments, GIS, or document management systems.
  • Experience using tools such as Jira, Confluence, SharePoint, or similar collaboration platforms.
